Borrego’s Woeful Incapacity For Self-Governance

Anyone who attended the Borrego Water District’s informational meeting about the formation of a Community Facilities District for groundwater management held at the high school on 27 September 2006, already knows that it presented the people of Borrego at their worst and made the possibility of resolving the overdraft seem even more remote - if that is possible. It was a spectacle that made mob rule look like a desirable alternative by comparison. Ignorance, stupidity, and boorishness were on parade; and the meeting made it inarguably clear, as if further proof were needed, that this community is not up to resolving the very real threat posed by the overdraft without outside intervention. Pathetic, sad, and disgusting – but true.
